Speech by Mayor of Nkor during the 2023 Budgetary Session
A SPEECH PRESENTED BY THE LORD
MAYOR OF NKOR COUNCIL NCHANJI NDI GERMANUS ON THE OCCATION OF THE 2023
BUDGETARY SESSION OF NKOR COUNCIL ON THE 9TH OF DECEMBER 2022

Distinguished guest.
Ladies and
gentlemen.
It’s with profound joy and honour that I welcome all
of you present here today to this Budgetary Session. I welcome in a special way
the Senior Divisional Officer for Bui and all his entourage for being part of
the Budgetary Session despite all odds.
I equally welcome Councillors present for this very important session to
vote the budget of our Council for 2023. While thanking the Councillors Present,
I wish to congratulate them and all who have always made it a duty to be
present for other Council Sessions. On the other hand, I strongly condemn and
frauds at the attitude of some Councillors who do not attend Council Sessions
and have made it a point of duty to always send proxy. It is important and very
necessary that as a Councillor, attending Council Session is mandatory. I therefore
call on all the Councillors to always attend Council session so that we all can
discuss matters affecting our Council and together look for solutions to them
as well as planning new development strategies for our municipality.
Dear
participants, Nor Council budget is a representation of our vision by figures
thus reflecting a preferred future and community impact. Our budget for 2023
stands at the sum of six hundred and
eighty three million four hundred and eleven thousand, eight hundred and fifty
six francs (683,411,856) as compared
to the 2022 budget which stood at
seven hundred and twenty three million, seven hundred and twenty four thousand,
two hundred and forty five francs (723,724,245).
Our
budget for 2023 is balanced in both income and expenditure. There is a drop in
the 2023 budget of forty million, three hundred and twelve thousand, three
hundred and eighty nine francs (40, 212,389) which represent a 5.57 % decrease.
This drop is as a result of the reduction in the amount of the Public Investment
Budget (PIB), Council Additional Taxes (C.A.C.) and the inability of our
Council to collect revenue as a result of the ravaging effects of the ongoing Socio-Political
crisis in our Region.
It’s therefore incumbent on all of us to preach peace
and reconciliation for normalcy to return especially to our Municipality. There
can be no effective development in the absence of peace. To this effect, I call
on all the Councillors to wage a war against indiscipline and all forms of negative
behaviour which will act as a wet blankets to our development. Remember that,
working together in love and harmony we can roll away the mountain on our way
to development. Nshii Noni has as motto ‘Kintashe Nu Mvungay’ meaning Unity is Strength.
Why then can we not therefore unite to have the strength to develop our
Municipality?
During
the course of 2022, the Council embarked and realized the following projects:

The
construction of bridges and culverts.
-
The
construction and equipment of schools.
-
The
construction of markets.
-
Purchase
of a modern musical band.
-
Purchase
of a Council Community Radio Station.
-
Purchase
of tricycles and other sanitation equipment.
-
Purchase
of office furniture.
-
Rehabilitation
of Nkor Integrated Health Centre.
-
The
construction of Mbinon health Centre.
-
Extension
of electricity network from Bamti - Dom, Dom - Nkor.
-
Rehabilitation
of some roads.
-
The
construction of water schemes.
It’s worth mentioning that some of the projects for last year 2022 are
still on-going. Consequently, the following projects will be carried out in
2023 amongst others including:
-
Rehabilitation
of a block of five (5) classrooms at G.S Nkoll.
-
Supply
of medical equipment to the Integrated Health Centre Mbinon.
-
Supply
of medical equipment to the lab of Nkor Divisional Hospital.
-
Construction
of thirty (30) luck-up sheds in Djottin market
-
Rehabilitation
of road from Shiew to Ngai-Din.
-
Supply
of equipment to Nkor Council Library.
-
Construction
of twenty (20) luck-up sheds in Mbinon market.
-
Construction
of a catchment, storage tank and supply of water: kitumine scheme.
-
Completion
of Council Town Hall.
-
Construction
and equipment of Council Rest house in Nkor.
-
Construction
of a modern Grand-stand in Nkor.
-
Training
of some staffs on waste management.
-
Training
of Councillors in budgeting and administrative management.
Fellow Councillors, as stated above, we can’t achieve
all these projects successfully in the absence of peace and normalcy. It is our
Municipality. Let us all join our efforts to fight in a special way and win the
war against indiscipline and disorder affecting development in our Municipality.
I call on each and every one present to contribute seriously in this fight
aimed at bringing peace and normalcy to Nkor Municipality so as to give
development a chance in Nkor, Noni
Dear Councillors, the task ahead of us is, how we can
still go on in 2023 and subsequently, in the absence of peace and normalcy. I
wish to render my appreciation to the Noni Administration and the Forces of Law
and Order for the efforts made to restore peace and normalcy in some parts of
our Municipality. There is still a lot to be done in some areas especially in
Djottin, Bamti, Mbinon, and Lassin so that we can have effective resumption of
all schools in our Municipality.
It’s my wish
that we strive earnestly for brighter and peaceful days so as to embrace
meaningful and Sustainable Development in all its domains in Nkor Municipality.
Long live Nkor Municipality.
Long live MINDDEVEL.
Long live the Republic of Cameroon.
